Assistance from Hezbollah and Iran to al Qaeda

As we mentioned in chapter 2, while in Sudan, senior managers in al Qaeda maintained contacts with Iran and the Iranian-supported worldwide terrorist organization Hezbollah, which is based mainly in southern Lebanon and Beirut. Al Qaeda members received advice and training from Hezbollah.

Intelligence indicates the persistence of contacts between Iranian security officials and senior al Qaeda figures after Bin Ladin’s return to Afghanistan. Khallad has said that Iran made a concerted effort to strengthen relations with al Qaeda after the October 2000 attack on the USS Cole, but was rebuffed because Bin Ladin did not want to alienate his supporters in Saudi Arabia. Khallad and other detainees have described the willingness of Iranian officials to facilitate the travel of al Qaeda members through Iran, on their way to and from Afghanistan. For example, Iranian border inspectors would be told not to place telltale stamps in the passports of these travelers. Such arrangements were particularly beneficial to Saudi members of al Qaeda.120

Our knowledge of the international travels of the al Qaeda operatives selected for the 9/11 operation remains fragmentary. But we now have evidence suggesting that 8 to 10 of the 14 Saudi “muscle”operatives traveled into or out of Iran between October 2000 and February 2001.121

In October 2000, a senior operative of Hezbollah visited Saudi Arabia to coordinate activities there. He also planned to assist individuals in Saudi Arabia in traveling to Iran during November. A top Hezbollah commander and Saudi Hezbollah contacts were involved.122

Also in October 2000, two future muscle hijackers, Mohand al Shehri and Hamza al Ghamdi, flew from Iran to Kuwait. In November, Ahmed al Ghamdi apparently flew to Beirut, traveling - perhaps by coincidence - on the same flight as a senior Hezbollah operative. Also in November, Salem al Hazmi apparently flew from Saudi Arabia to Beirut.123

In mid-November, we believe, three of the future muscle hijackers, Wail al Shehri, Waleed al Shehri, and Ahmed al Nami, all of whom had obtained their U.S. visas in late October, traveled in a group from Saudi Arabia to Beirut and then onward to Iran. An associate of a senior Hezbollah operative was on the same flight that took the future hijackers to Iran. Hezbollah officials in Beirut and Iran were expecting the arrival of a group during the same time period. The travel of this group was important enough to merit the attention of senior figures in Hezbollah.124

Later in November, two future muscle hijackers, Satam al Suqami and Majed Moqed, flew into Iran from Bahrain. In February 2001,Khalid al Mihdhar may have taken a flight from Syria to Iran, and then traveled further within Iran to a point near the Afghan border.125

KSM and Binalshibh have confirmed that several of the 9/11 hijackers (at least eight, according to Binalshibh) transited Iran on their way to or from Afghanistan, taking advantage of the Iranian practice of not stamping Saudi passports. They deny any other reason for the hijackers’ travel to Iran. They also deny any relationship between the hijackers and Hezbollah.126

In sum, there is strong evidence that Iran facilitated the transit of al Qaeda members into and out of Afghanistan before 9/11,and that some of these were future 9/11 hijackers. There also is circumstantial evidence that senior Hezbollah operatives were closely tracking the travel of some of these future muscle hijackers into Iran in November 2000. However, we cannot rule out the possibility of a remarkable coincidence - that is, that Hezbollah was actually focusing on some other group of individuals traveling from Saudi Arabia during this same time frame, rather than the future hijackers.127

We have found no evidence that Iran or Hezbollah was aware of the planning for what later became the 9/11 attack. At the time of their travel through Iran, the al Qaeda operatives themselves were probably not aware of the specific details of their future operation.

After 9/11, Iran and Hezbollah wished to conceal any past evidence of cooperation with Sunni terrorists associated with al Qaeda. A senior Hezbollah official disclaimed any Hezbollah involvement in 9/11.128

We believe this topic requires further investigation by the U.S. government.

Iran continued to support acts of terrorism regionally and globally during 2020. Regionally, Iran supported proxies and partner groups in Bahrain, Iraq, Lebanon, Syria, and Yemen, including Hizballah and Hamas. Senior AQ leaders continued to reside in Iran and facilitate terrorist operations from there. Globally, the Islamic Revolutionary Guard Corps-Qods Force remained the primary Iranian actors involved in supporting terrorist recruitment, financing, and plots across Europe, Africa, and Asia, and both Americas.

Iran

Designated as a State Sponsor of Terrorism in 1984, Iran continued its terrorist-related activity in 2020, including support for Hizballah, Palestinian terrorist groups in Gaza, and various terrorist and militant groups in Iraq, Syria, and elsewhere throughout the Middle East. Iran used the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) to provide support to terrorist organizations, provide cover for associated covert operations, and create instability in the region. Iran has acknowledged the involvement of the IRGC-QF in the Iraq and Syria conflicts, and the IRGC-QF is Iran’s primary mechanism for cultivating and supporting terrorist activity abroad. In 2019, the Secretary of State designated the IRGC, including IRGC-QF, as a Foreign Terrorist Organization (FTO). Iran also used regional militant and proxy groups to provide deniability, in an attempt to shield it from accountability for its aggressive policies.

Iran supported various Iraqi Shia terrorist groups in 2020, including Kata’ib Hizballah (KH), Harakat al-Nujaba, and Asa’ib Ahl al-Haq. KH’s March 11, 2020 rocket attack on international counter-ISIS forces at Camp Taji (Iraq) killed three members of Defeat-ISIS Coalition forces, including two U.S. servicemembers. Iran also bolstered the Assad regime in Syria and Shia terrorist groups operating there, including Hizballah. Iran views the Assad regime in Syria as a crucial ally and Iraq and Syria as vital routes through which to supply weapons to Hizballah, Iran’s primary terrorist proxy group. Through financial or residency enticements, Iran has facilitated and coerced primarily Shia fighters from Afghanistan and Pakistan to participate in the Assad regime’s brutal crackdown in Syria. Iran-supported Shia militias in Iraq have also committed human rights abuses against primarily Sunni civilians. Iranian forces have directly backed militia operations in Syria with armored vehicles, artillery, and drones.

Since the end of the 2006 Israeli-Hizballah conflict, Iran has supplied Hizballah in Lebanon with thousands of rockets, missiles, and small arms in violation of UNSCR 1701. Israeli security officials and politicians expressed concerns that Iran was supplying Hizballah with advanced weapons systems and technologies, as well as assisting the group in creating infrastructure that would permit it to indigenously produce rockets and missiles to threaten Israel from Lebanon and Syria. Iran has provided hundreds of millions of dollars in support of Hizballah and trained thousands of its fighters at camps in Iran. Hizballah fighters have been used extensively in Syria to support the Assad regime.

In 2020, Iran provided support to Hamas and other designated Palestinian terrorist groups, including Palestine Islamic Jihad and the Popular Front for the Liberation of Palestine-General Command. These Palestinian terrorist groups were behind numerous deadly attacks originating in Gaza and the West Bank.

In Bahrain, Iran has continued to provide weapons, support, and training to local Shia militant groups, including the al-Ashtar Brigades, a designated FTO and Specially Designated Global Terrorist (SDGT), and Saraya al-Mukhtar, which was designated an SDGT under Department of State authorities in 2020.

In Yemen, Iran has provided weapons, advanced equipment such as unmanned aircraft systems, training, and other support to Houthi militants, who have engaged in attacks against regional targets. In February and June, the U.S. Navy and partner forces interdicted dhows carrying Iran-origin weapons intended for the Houthis, including 1,700 rifles and more than 170 missiles.

The Iranian government maintains a robust offensive cyber program and has sponsored cyber attacks against foreign government and private sector entities.

Iran remained unwilling to bring to justice senior al-Qa’ida (AQ) members residing in the country and has refused to publicly identify members it knows to be living in Iran. Iran has allowed AQ facilitators to operate a core facilitation pipeline through Iran since at least 2009, enabling AQ to move funds and fighters to South Asia and Syria, among other locales.

As in past years, the Iranian government continued supporting terrorist plots or associated activities targeting Iranian dissidents in Europe. In recent years, Albania, Belgium, and the Netherlands have all either arrested or expelled Iranian government officials implicated in various terrorist plots in their respective territories. Denmark similarly recalled its ambassador from Tehran after learning of an Iran-backed plot to kill an Iranian dissident in its country.

In April, the United States designated Iran’s Islamic Revolutionary Guard Corps (IRGC), including its Qods Force, as a Foreign Terrorist Organization (FTO) – the first time such a designation has been applied to part of another government.  And throughout the year, a number of countries in Western Europe and South America joined the United States in designating Iran-backed Hizballah as a terrorist group in its entirety.

The Iranian regime and its proxies continued to plot and commit terrorist attacks on a global scale. In the past, Tehran has spent as much as $700 million per year to support terrorist groups, including Hizballah and Hamas, though its ability to provide financial support in 2019 was constrained by crippling U.S. sanctions. The regime was directly involved in plotting terrorism through its IRGC and Ministry of Intelligence and Security, including plots in recent years in North and South America, Europe, the Middle East, Asia, and Africa. Tehran also continued to permit an al-Qa’ida (AQ) facilitation network to operate in Iran, sending money and fighters to conflict zones in Afghanistan and Syria, and it still allowed AQ members to reside in the country. Finally, the Iranian regime continued to foment violence, both directly and through proxies, in Bahrain, Iraq, Lebanon, Syria, and Yemen.

During the same period, KH was responsible for a series of rocket attacks against American interests in Iraq, which culminated in the death of an American citizen following a 30 plus rocket barrage in December 2019. On December 31, Iran‑backed Shia militia groups, including KH, participated in an attack on U.S. Embassy Baghdad, which resulted in significant damage to embassy property. There were no embassy casualties and security personnel used less-than-lethal countermeasures to repulse intruders. It also bolstered the Assad regime in Syria and Shia terrorist groups operating there, including Hizballah. Iran views the Assad regime in Syria as a crucial ally and Syria and Iraq as vital routes through which to supply weapons to Hizballah, Iran’s primary terrorist proxy group. Through financial or residency enticements, Iran has facilitated and coerced primarily Shia fighters from Afghanistan and Pakistan to participate in the Assad regime’s brutal crackdown in Syria. The regime has spent nearly one billion dollars per year to support terrorist groups that serve as its proxies and expand its malign influence across the globe. Tehran has funded international terrorist groups such as Hizballah, Hamas, and Palestinian Islamic Jihad. It also has engaged in its own terrorist plotting around the world, particularly in Europe. In January, German authorities investigated 10 suspected Islamic Revolutionary Guard Corps Qods Force operatives. In the summer, authorities in Belgium, France, and Germany thwarted an Iranian plot to bomb a political rally near Paris, France. In October, an Iranian operative was arrested for planning an assassination in Denmark, and in December, Albania expelled two Iranian officials for plotting terrorist attacks. Furthermore, Tehran continued to allow an AQ facilitation network to operate in Iran, which sends fighters and money to conflict zones in Afghanistan and Syria, and it has extended sanctuary to AQ members residing in the country.

In 2018, the Iranian government continued this pattern of behavior, supporting terrorist plots to attack Iranian dissidents in several countries in continental Europe. In June 2018, the Netherlands expelled two Iranian diplomats associated with the November 2017 assassination of an Iranian diplomat on Dutch soil. In October 2018, Belgian authorities arrested an Iranian diplomat and two Belgian citizens of Iranian heritage for plotting to bomb an Iranian opposition group rally that occurred in June 2018 outside Paris. In October 2018, Denmark recalled its ambassador from Tehran and condemned an Iran-backed plot to assassinate an Iranian dissident in Denmark. Finally, in December 2018, the Albanian government expelled Iranian diplomats in retaliation for Iran-sponsored attempts to conduct terrorist attacks in Albania.

It maintained its terrorist-related and destabilizing activities through the Islamic Revolutionary Guard Corps (IRGC) Qods Force and the Lebanon-based terrorist group Hizballah. Iran is responsible for intensifying multiple conflicts and undermining the legitimate governments of, and U.S. interests in, Afghanistan, Bahrain, Iraq, Lebanon, and Yemen. In particular, Iran and Hizballah are emerging from the Syria conflict emboldened and with valuable battlefield experience that they seek to leverage across the globe. Notably, in June 2017, the FBI arrested two suspected Hizballah operatives in Michigan and New York who allegedly were conducting surveillance and intelligence gathering on behalf of the organization, including in the United States.

Iran

Designated as a State Sponsor of Terrorism in 1984, Iran continued its terrorist-related activity in 2017, including support for Lebanese Hizballah (LH), Palestinian terrorist groups in Gaza, and various groups in Syria, Iraq, and throughout the Middle East. Iran used the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) to provide support to terrorist organizations, provide cover for associated covert operations, and create instability in the Middle East. Iran has acknowledged the involvement of the IRGC-QF in both of the conflicts in Iraq and Syria, and the IRGC-QF is Iran’s primary mechanism for cultivating and supporting terrorists abroad. Iran uses regional proxy forces to provide sufficient deniability to shield it from the consequences of its aggressive policies.

In 2017, Iran supported various Iraqi Shia terrorist groups, including Kata’ib Hizballah. It also bolstered the Assad regime in Syria. Iran views the Assad regime in Syria as a crucial ally and Syria and Iraq as crucial routes to supply weapons to LH, Iran’s primary terrorist group ally. Through financial or residency enticements, Iran has facilitated and coerced primarily Shia fighters from Afghanistan and Pakistan to participate in the Assad regime’s brutal crackdown in Syria. Iranian-supported Shia militias in Iraq have also committed serious human rights abuses against primarily Sunni civilians. Iranian forces have directly backed militia operations in Syria with armored vehicles, artillery, and drones.

Since the end of the 2006 Israeli-Lebanese Hizballah conflict, Iran has supplied LH with thousands of rockets, missiles, and small arms, in direct violation of UNSCR 1701. Iran has also provided hundreds of millions of dollars in support of LH and has trained thousands of its fighters at camps in Iran. Lebanese Hizballah fighters have been used extensively in Syria to support the Assad regime. In Bahrain, Iran has continued to provide weapons, support, and training to local Shia militant groups. In March 2017, the Department of State designated two individuals affiliated with the Bahrain-based al-Ashtar Brigades (AAB), which receives funding and support from the Government of Iran, as Specially Designated Global Terrorists under Executive Order 13224.

Iran continued to provide weapons, training, and funding to Hamas and other Palestinian terrorist groups, including Palestine Islamic Jihad and the Popular Front for the Liberation of Palestine-General Command. These Palestinian terrorist groups have been behind a number of deadly attacks originating in Gaza and the West Bank, including attacks against Israeli civilians and Egyptian security forces in the Sinai Peninsula.

The Iranian government maintains a robust offensive cyber program and has sponsored cyberattacks against foreign government and private sector entities.

Iran remained unwilling to bring to justice senior al-Qa’ida (AQ) members residing in Iran and has refused to publicly identify the members in its custody. Iran has allowed AQ facilitators to operate a core facilitation pipeline through Iran since at least 2009, enabling AQ to move funds and fighters to South Asia and Syria.

Iran remained the foremost state sponsor of terrorism in 2016 as groups supported by Iran maintained their capability to threaten U.S. interests and allies. The Iranian Islamic Revolutionary Guard Corps – Qods Force, along with Iranian partners, allies, and proxies, continued to play a destabilizing role in military conflicts in Iraq, Syria, and Yemen. Iran continued to recruit fighters from across the region to join Iranian affiliated Shia militia forces engaged in conflicts in Syria and Iraq, and has even offered a path to citizenship for those who heed this call. Hizballah continued to work closely with Iran in these conflict zones, playing a major role in supporting the Syria government’s efforts to maintain control and territory, and providing training and a range of other support for Iranian aligned groups in Iraq, Syria, and Yemen. Additionally, Hizballah continued to develop its long-term attack capabilities and infrastructure around the world.

The United States continued to use a range of tools to counter Iran-sponsored terrorist groups. For instance, on October 20, 2016, the Department of State designated Hizballah commander Haytham ‘Ali Tabataba’i as a Specially Designated Global Terrorist under Executive Order 13224, blocking his property subject to U.S. jurisdiction and prohibiting U.S. persons from engaging in transactions with him. Tabataba’i commanded Hizballah’s special forces, has operated in Syria, and has been reported to be in Yemen.

Iran more openly acknowledged the deaths of Iranian personnel in Syria in 2015, including several senior commanders, and increased Iranian troop levels, while continuing to claim publicly that Iranian forces had only deployed in an advisory role.

In Iraq, Iranian combat forces employed rockets, artillery, and drones against ISIL. Iran also increased its arming and funding of Iraqi Shia terrorist groups in an effort to reverse ISIL gains in Iraq. Many of these groups, such as KH, have exacerbated sectarian tensions in Iraq and have committed serious human rights abuses against primarily Sunni civilians. The IRGC-QF, in concert with Hizballah, provided training outside of Iraq, as well as advisors inside Iraq for Shia militants in the construction and use of advanced weaponry. Similar to Hizballah fighters, many of these trained Shia militants have used these skills to fight for the Asad regime in Syria or against ISIL in Iraq.

Iran has also provided weapons, funding, and training to Shia militants in Bahrain. In 2015, the Government of Bahrain raided, interdicted, and rounded up numerous Iran-sponsored weapons caches, arms transfers, and militants. This includes the Bahraini government’s discovery of a bomb-making facility with 1.5 tons of high-grade explosives in September.

Iran has historically provided weapons, training, and funding to Hamas and other Palestinian terrorist groups, including Palestine Islamic Jihad and the Popular Front for the Liberation of Palestine-General Command. These Palestinian terrorist groups have been behind a number of deaths from attacks originating in Gaza and the West Bank. Although Hamas’s ties to Tehran have been strained due to the Syrian civil war, both sides took steps in 2015 to repair relations. Iran continued to declare its vocal support for Palestinian terrorist groups and its hostility to Israel in 2015. Supreme National Security Council Secretary Admiral Ali Shamkhani sought to frame a series of individual Palestinian attacks on Israeli security forces in the West Bank as a new “Intifada” in a speech on November 25.

Iran also attempted to smuggle weapons to Palestinian terrorist groups in Gaza. While its main effort focused on supporting goals in the Middle East, particularly in Syria, Iran and its proxies also continued subtle efforts at growing influence elsewhere including in Africa, Asia, and, to a lesser extent, Latin America. Iran used the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) to implement foreign policy goals, provide cover for intelligence operations, and create instability in the Middle East. The IRGC-QF is the regime’s primary mechanism for cultivating and supporting terrorists abroad.

Iran views Syria as a crucial causeway in its weapons supply route to Lebanese Hizballah, its primary beneficiary, and as a key pillar in its “resistance” front. In 2014, Iran continued to provide arms, financing, training, and the facilitation of primarily Iraqi Shia and Afghan fighters to support the Asad regime’s brutal crackdown that has resulted in the deaths of at least 191,000 people in Syria, according to August UN estimates. Iran publicly admits to sending members of the IRGC to Syria in an advisory role. There is consistent media reporting that some of these troops are IRGC-QF members and that they have taken part in direct combat operations. While Tehran has denied that IRGC-QF personnel participate in combat operations, in 2014 it acknowledged the deaths in Syria of two senior officers (Brigadier Generals Abdullah Eskandari and Jamar Dariswali). Tehran claimed they were volunteers who lost their lives while protecting holy shrines near Damascus.

Likewise in Iraq, despite its pledge to support Iraq’s stabilization, Iran increased training and funding to Iraqi Shia militia groups in response to ISIL’s advance into Iraq. Many of these groups, such as Kata’ib Hizballah (KH), have exacerbated sectarian tensions in Iraq and have committed serious human rights abuses against primarily Sunni civilians. Although Hamas’s ties to Tehran have been strained due to the Syrian civil war, in a November 25 speech, Supreme Leader Khamenei highlighted Iran’s military support to “Palestinian brothers” in Gaza and called for the West Bank to be similarly armed. In December, Hamas Deputy Leader Moussa Abu Marzouk announced bilateral relations with Iran and Hamas were “back on track.”

In March, Israeli naval forces boarded the Klos C cargo ship in the Red Sea off the coast of Sudan. On board, they found 40 M-302 rockets, 180 mortars, and approximately 400,000 rounds of ammunition hidden within crates of cement labeled “Made in Iran” and believed to be destined to militants in the region.

Since the end of the 2006 Israeli-Hizballah conflict, Iran has also assisted in rearming Lebanese Hizballah, in direct violation of UNSCR 1701. General Amir Ali Hajizadeh, head of the IRGC Aerospace Force stated in November that "The IRGC and Hezbollah are a single apparatus jointed together," and Lebanese Hizballah Deputy Secretary General Naim Qassem boasted that Iran had provided his organization with missiles that had “pinpoint accuracy” in separate November public remarks. Iran has provided hundreds of millions of dollars in support of Lebanese Hizballah in Lebanon and has trained thousands of its fighters at camps in Iran. These trained fighters have used these skills in direct support of the Asad regime in Syria and, to a lesser extent, in support of operations against ISIL in Iraq. They have also continued to carry out attacks along the Lebanese border with Israel.

Iran remains a state of proliferation concern. Despite multiple UNSCRs requiring Iran to suspend its sensitive nuclear proliferation activities, Iran continued to be in noncompliance with its international obligations regarding its nuclear program. Implementation of the Joint Plan of Action (JPOA) between the P5+1 (China, France, Germany, Russia, the United Kingdom, and the United States, coordinated by the EU), and Iran began on January 20, 2014. Iran has fulfilled the commitments that it made under the JPOA. The parties negotiated during 2014 to pursue a Joint Comprehensive Plan of Action (JCPOA) to achieve a long-term comprehensive solution to restore confidence that Iran’s nuclear program is and will remain exclusively peaceful.

There are reports indicating some of these troops are IRGC-QF members and that they have taken part in direct combat operations. In February, senior IRGC-QF commander Brigadier General Hassan Shateri was killed in or near Zabadani, Syria. This was the first publicly announced death of a senior Iranian military official in Syria. In November, IRGC-QF commander Mohammad Jamalizadeh Paghaleh was also killed in Aleppo, Syria. Subsequent Iranian media reports stated that Paghaleh was volunteering in Syria to defend the Sayyida Zainab mosque, which is located in Damascus. The location of Paghaleh’s death, over 200 miles away from the mosque he was reported to be protecting, demonstrated Iran’s intent to mask the operations of IRGC-QF forces in Syria.

Similar to Hizballah fighters, many of these trained Shia militants then use these skills to fight for the Assad regime in Syria, often at the behest of Iran.

On January 23, 2013, Yemeni authorities seized an Iranian dhow, the Jihan, off the coast of Yemen. The dhow was carrying sophisticated Chinese antiaircraft missiles, C-4 explosives, rocket-propelled grenades, and a number of other weapons and explosives. The shipment of lethal aid was likely headed to Houthi separatists in Northern Yemen. Iran actively supports members of the Houthi movement, including activities intended to build military capabilities, which could pose a greater threat to security and stability in Yemen and the surrounding region.

In late April 2013, the Government of Bosnia declared two Iranian diplomats, Jadidi Sohrab and Hamzeh Dolab Ahmad, persona non grata after Israeli intelligence reported they were members of Iran’s Ministry of Intelligence and Security. One of the two men had been spotted in India, Georgia, and Thailand, all of which were sites of a simultaneous bombing campaign in February 2012, according to Israeli intelligence. Both diplomats were subsequently expelled from Bosnia.

On December 29, 2013, the Bahraini Coast Guard interdicted a speedboat filled with weapons and explosives that was likely bound for Shia oppositionists in Bahrain, specifically the 14 February Youth Coalition (14 FYC). Bahraini authorities accused the IRGC-QF of providing opposition militants with explosives training in order to carry out attacks in Bahrain. The interdiction led to the discovery of two weapons and explosives cache sites in Bahrain, the dismantling of a car bomb, and the arrest of 15 Bahraini nationals.

Iran remained unwilling to bring to justice senior al-Qa’ida (AQ) members it continued to detain, and refused to publicly identify those senior members in its custody. Iran allowed AQ facilitators Muhsin al-Fadhli and Adel Radi Saqr al-Wahabi al-Harbi to operate a core facilitation pipeline through Iran, enabling AQ to move funds and fighters to South Asia and also to Syria. Al-Fadhli is a veteran AQ operative who has been active for years. Al-Fadhli began working with the Iran-based AQ facilitation network in 2009 and was later arrested by Iranian authorities. He was released in 2011 and assumed leadership of the Iran-based AQ facilitation network.

Iran remains a state of proliferation concern. Despite multiple UNSCRs requiring Iran to suspend its sensitive nuclear proliferation activities, Iran continued to violate its international obligations regarding its nuclear program. The year 2012 was also notable in demonstrating a marked resurgence of Iran’s state sponsorship of terrorism, through its Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF), its Ministry of Intelligence and Security (MOIS), and Tehran’s ally Hizballah. Iran and Hizballah’s terrorist activity has reached a tempo unseen since the 1990s, with attacks plotted in Southeast Asia, Europe, and Africa. On February 5, 2013, the Bulgarian government publically implicated Hizballah in the July 2012 Burgas bombing that killed five Israelis and one Bulgarian citizen, and injured 32 others. On March 21, 2013, a Cyprus court found a Hizballah operative guilty of charges stemming from his surveillance activities, carried out in 2012, of Israeli tourist targets, while Thailand was prosecuting a Hizballah member for his role in helping plan a possible terrorist attack in that country. The IRGC-QF is suspected of directing planned terrorist attacks in Georgia, India, Thailand, and Kenya in 2012, and is also implicated in a 2011 plot to assassinate the Saudi ambassador to the United States in Washington, DC. And both Iran and Hizballah are providing a broad range of critical support to the Asad regime, as it continues its brutal crackdown against the Syrian people.

State Sponsors of Terrorism

Iran

Designated as a State Sponsor of Terrorism in 1984, Iran increased its terrorist-related activity, including attacks or attempted attacks in India, Thailand, Georgia, and Kenya. Iran provided financial, material, and logistical support for terrorist and militant groups in the Middle East and Central Asia. Iran used the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) and militant groups to implement foreign policy goals, provide cover for intelligence operations, and stir up instability in the Middle East. The IRGC-QF is the regime’s primary mechanism for cultivating and supporting terrorists abroad.

In 2012, Iran was implicated in planned attacks in India, Thailand, Georgia, and Kenya. On February 13, in New Delhi, India, a magnetic bomb placed under the vehicle of an Israeli diplomat’s wife exploded, seriously injuring her and three Indian nationals. On February 14, a similar device was discovered under a vehicle belonging to the Israeli embassy in Tbilisi, Georgia, and safely defused. Also on February 14, Thai police arrested three Iranian nationals in connection with explosions in a Bangkok private residence that revealed bomb-making materials and makeshift grenades intended for use in attacks against Israeli targets. On June 19, Kenyan authorities arrested two Iranian nationals in connection with explosives stockpiled for a suspected terrorist attack. According to press reports, the individuals were members of the IRGC-QF.

On October 17, Iranian-born U.S. dual-national Mansour Arbabsiar was arrested by U.S. authorities and pled guilty in a New York court to participating in a 2011 plot to murder the Saudi ambassador to the United States. Arbabsiar held several meetings with an associate whom Iranian officials believed was a narcotics cartel member. This associate, in fact, was a confidential source for U.S. law enforcement. Arbabsiar admitted to working on behalf of the IRGC-QF to carry out the plot. An IRGC-QF officer who remains at large was also indicted. The thwarted plot demonstrated Iran’s interest in using international terrorism – including in the United States – to further its foreign policy goals.

In 2012, the IRGC-QF trained Taliban elements on small unit tactics, small arms, explosives, and indirect fire weapons, such as mortars, artillery, and rockets. Since 2006, Iran has arranged arms shipments to select Taliban members, including small arms and associated ammunition, rocket propelled grenades, mortar rounds, 107mm rockets, and plastic explosives. Iran has shipped a large number of weapons to Kandahar, Afghanistan, aiming to increase its influence in this key province.

Despite its pledge to support Iraq’s stabilization, Iran trained, funded, and provided guidance to Iraqi Shia militant groups. The IRGC-QF, in concert with Lebanese Hizballah, provided training outside of Iraq as well as advisors inside Iraq for Shia militants in the construction and use of sophisticated improvised explosive device technology and other advanced weaponry.

Regarding Syria, Iran provided extensive support, including weapons, funds, and training to assist the Asad regime in its brutal crackdown that has resulted in the death of more than 70,000 civilians. Iran provided weapons, training, and funding to Hamas and other Palestinian terrorist groups, including the Palestine Islamic Jihad and the Popular Front for the Liberation of Palestine-General Command. Since the end of the 2006 Israeli-Hizballah conflict, Iran has assisted in rearming Hizballah, in direct violation of UNSCR 1701. Iran has provided hundreds of millions of dollars in support of Hizballah in Lebanon and has trained thousands of Hizballah fighters at camps in Iran.

Iran actively supported members of the Houthi tribe in northern Yemen, including activities intended to build military capabilities, which could pose a greater threat to security and stability in Yemen and the surrounding region. In July 2012, the Yemeni Interior Ministry arrested members of an alleged Iranian spy ring, headed by a former member of the IRGC.

Iran remained unwilling to bring to justice senior al-Qa’ida (AQ) members it continued to detain, and refused to publicly identify those senior members in its custody. Iran allowed AQ facilitators Muhsin al-Fadhli and Adel Radi Saqr al-Wahabi al-Harbi to operate a core facilitation pipeline through Iran, enabling AQ to move funds and fighters to South Asia and to Syria. Al-Fadhli is a veteran AQ operative who has been active for years. Al-Fadhli began working with the Iran-based AQ facilitation network in 2009 and was later arrested by Iranian authorities. He was released in 2011 and assumed leadership of the Iran-based AQ facilitation network.

Since 2009, the Financial Action Task Force (FATF) has called for its members and the international community to institute countermeasures to protect their respective financial sectors and the global financial system from the risks – in particular the terrorist financing threat – posed by Iran. In October 2012, the FATF strengthened its language and again called for countermeasures against Iran. Iran has had some limited engagement regarding anti-money laundering/combating the financing of terrorism and has responded to overtures by multilateral entities such as the UN’s Global Programme against Money Laundering, but it has failed to criminalize terrorist financing and require that financial institutions and other obliged entities file suspicious transaction reports. Iran has not engaged with FATF and was not a member of a FATF-style regional body.

Iran remains a state of proliferation concern. Despite multiple UNSCRs requiring Iran to suspend its sensitive nuclear proliferation activities, Iran continues to violate its international obligations regarding its nuclear program. Chapter 1. Strategic Assessment

Iran, the world’s leading state sponsor of terrorism, continues to undermine international efforts to promote peace and democracy and threatens stability, especially in the Middle East and South Asia. Its use of terrorism as an instrument of policy was exemplified by the involvement of elements of the Iranian regime in the plot to assassinate the Saudi Ambassador in Washington, a conspiracy that the international community strongly condemned through a UN General Assembly resolution in November.

Despite its pledge to support the stabilization of Iraq, in 2011 Iran continued to provide lethal support – including weapons, training, funding, and guidance – to Iraqi Shia militant groups that targeted U.S. and Iraqi forces. Iran also continued to provide weapons, training, and funding to Hamas and other Palestinian terrorist groups, including Palestine Islamic Jihad and the Popular Front for the Liberation of Palestine-General Command. Since the end of the 2006 Israeli-Hizballah conflict, Iran has provided significant quantities of weaponry and funding to Hizballah, in direct violation of United Nations Security Council Resolution 1701.

Iran

Designated as a State Sponsor of Terrorism in 1984, Iran remained an active state sponsor of terrorism in 2011 and increased its terrorist-related activity, likely in an effort to exploit the uncertain political conditions resulting from the Arab Spring, as well as in response to perceived increasing external pressure on Tehran. Iran also continued to provide financial, material, and logistical support for terrorist and militant groups throughout the Middle East and Central Asia. Iran was known to use the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) and terrorist insurgent groups to implement its foreign policy goals, provide cover for intelligence operations, and support terrorist and militant groups. The IRGC-QF is the regime's primary mechanism for cultivating and supporting terrorists abroad.

In 2011, the United States discovered that elements of the Iranian regime had conceived and funded a plot to assassinate Saudi Arabia's Ambassador to the United States in Washington D.C. Mansour Arbabsiar, an Iranian-born U.S. dual-national working on behalf of the IRGC-QF, was arrested in September 2011 for his role in the plot; also indicted in the case was an IRGC-QF officer who remains at large. Arbabsiar held several meetings with an associate whom Iranian officials believed was a narcotics cartel member. This associate, in fact, was a confidential source for U.S. law enforcement. The thwarted plot underscored anew Iran's interest in using international terrorism – including in the United States – to further its foreign policy goals.

Iran

Designated as a State Sponsor of Terrorism in 1984, Iran remained the most active state sponsor of terrorism in 2010. Iran’s financial, material, and logistic support for terrorist and militant groups throughout the Middle East and Central Asia had a direct impact on international efforts to promote peace, threatened economic stability in the Gulf, and undermined the growth of democracy.

In 2010, Iran remained the principal supporter of groups implacably opposed to the Middle East Peace Process. The Qods Force, the external operations branch of the Islamic Revolutionary Guard Corps (IRGC), is the regime’s primary mechanism for cultivating and supporting terrorists abroad. Iran provided weapons, training, and funding to Hamas and other Palestinian terrorist groups, including the Palestine Islamic Jihad (PIJ) and the Popular Front for the Liberation of Palestine-General Command (PFLP-GC). Since the end of the 2006 Israeli-Hizballah conflict, Iran has assisted Hizballah in rearming, in direct violation of UN Security Council Resolution 1701. Iran has provided hundreds of millions of dollars in support of Hizballah in Lebanon and has trained thousands of Hizballah fighters at camps in Iran.

The Qods Force continued to supply Iraqi militants with Iranian-produced advanced rockets, sniper rifles, automatic weapons, and mortars that have killed Iraqi and Coalition Forces, as well as civilians. Iran was responsible for the increased lethality of some attacks on U.S. forces by providing militants with the capability to assemble explosives designed to defeat armored vehicles. The Qods Force, in concert with Lebanese Hizballah, provided training outside of Iraq as well as advisors inside Iraq for Shia militants in the construction and use of sophisticated improvised explosive device technology and other advanced weaponry.

2010 Terrorist Incidents: Jundallah, a terrorist organization that operated primarily in the province of Sistan va Balochistan of Iran, has engaged in numerous terrorist attacks within Iran. Jundallah’s primary target is the Iranian regime; however, it has also attacked many civilians. Since its inception in 2003, these attacks have resulted in the death and maiming of scores of Iranian civilians and government officials. Jundallah has used a variety of terrorist tactics, including suicide bombings, ambushes, kidnappings, and targeted assassinations. Following the February 2010 capture and execution by Iranian authorities of Jundallah’s leader, Abdul Malik Rigi, the group selected a new leader, Mohammed Dhahir Baluch, and confirmed its commitment to continue its terrorist activities. In July, Jundallah attacked the Grand Mosque in Zahedan, killing approximately 30 and injuring hundreds. On December 15, Jundallah claimed credit for another attack in the Southeastern city of Chabahar, where two suicide bombs killed at least 39 and wounded more than 100 people. In November, the United States designated Jundallah as a Foreign Terrorist Organization. (See Chapter 6, Foreign Terrorist Organizations, for more information on Jundallah.)

Legislation and Law Enforcement: In 2010, Iran remained unwilling to bring to justice senior al-Qa’ida (AQ) members it continued to detain, and refused to publicly identify those senior members in its custody. Iran has repeatedly resisted numerous calls to transfer custody of its AQ detainees to their countries of origin or third countries for trial.

In June, Iranian authorities executed former Jundallah leader Abdul Malik Rigi. In December, Iranian authorities executed 11 members of Jundallah reportedly connected to the July mosque attack.
