Iran

REGIONAL AND GLOBAL OBJECTIVES AND ACTIVITIES

Iran will continue to threaten U.S. interests as it tries to erode U.S. influence in the Middle East, entrench its influence and project power in neighboring states, and minimize threats to regime stability. Tehran will try to leverage its expanding nuclear program, proxy and partner forces, diplomacy, and military sales and acquisitions to advance its goals. The Iranian regime sees itself as locked in an existential struggle with the United States and its regional allies, while it pursues its longstanding ambitions for regional leadership.

The election of President Ebrahim Raisi in 2021 has invigorated Supreme Leader Ali Khamenei to try to make progress toward his long-term vision of molding Iran into a pan Islamic power capable of defending global Muslim causes while tightening its theocratic rule at home.

• The regime is reluctant to directly engage diplomatically with the United States on a renewal of the Joint Comprehensive Plan of Action (JCPOA), even though it still aspires to secure sanctions relief. Iran’s hardline officials deeply distrust Washington and do not believe the United States can deliver or sustain any benefits a renewed JCPOA might offer.

We assess that Iran will threaten U.S. persons directly and via proxy attacks, particularly in the Middle East. Iran also remains committed to developing networks inside the United State —an objective it has pursued for more than a decade. Iranian-supported proxies will launch attacks against U.S. forces and persons in Iraq and Syria, and perhaps on other countries and regions. Iran has threatened to retaliate against former and current U.S. officials for the killing of Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) Commander Qasem Soleimani in January 2020, and has previously attempted to conduct lethal operations in the United States.

• Iran remains a threat to Israel, both directly through its missile forces and indirectly through its support of Lebanese Hizballah and other terrorist groups.

• Iran will remain a problematic actor across the region with its backing of Iraqi Shia militias, which is the primary threat to U.S. personnel in Iraq. Iran’s economically and militarily propping up of a rogue Syrian regime, and spreading instability across Yemen through its support to the Huthis—including a range of advanced military systems—also pose a threat to U.S. partners and interests, including Saudi Arabia.

MILITARY CAPABILITIES

Iran’s hybrid approach to warfare—using both conventional and unconventional capabilities will pose a threat to U.S. interests in the region for the foreseeable future. The IRGC-QF and its proxies will remain central to Iran’s military power.

• Despite Iran’s economic challenges, Tehran will seek to improve and acquire new conventional weaponry.

• Iran’s unconventional warfare operations and network of militant partners and proxies enable Tehran to advance its interests in the region and maintain strategic depth.

Iran’s ballistic missile programs, which include the largest inventory of ballistic missiles in the region, continue to pose a threat to countries across the Middle East. Iran’s work on a space launch vehicle (SLV)—including its Simorgh—shortens the timeline to an ICBM because SLVs and ICBMs use similar technologies, if it decided to develop one.

NUCLEAR ISSUES

We continue to assess that Iran is not currently undertaking the key nuclear weapons development activities that we judge would be necessary to produce a nuclear device. In July 2019, following the U.S. withdrawal from the JCPOA in May 2018, Iran began resuming some activities that exceed JCPOA limits. If Tehran does not receive sanctions relief, Iranian officials probably will consider further enriching uranium up to 90 percent.

• Iran has consistently cast its resumption of nuclear activities as a reversible response to the U.S. withdrawal from the JCPOA and messaged that it would return to full compliance if the United States lifted sanctions and also fulfilled its JCPOA commitments.

• Iran continues to increase the size and enrichment level of its uranium stockpile beyond JCPOA limits. Iran continues to ignore restrictions on advanced centrifuge research and development and continues uranium enrichment operations at the deeply buried Fordow facility. Iran has been enriching uranium hexafluoride (UF6) up to 60 percent U-235 since April 2021, and continues to accumulate UF6 enriched up to 20 percent. The IAEA has verified that Iran is conducting uranium metal research and development, including producing laboratory scale quantities of uranium metal enriched up to 20 percent U-235.

CYBER AND MALIGN INFLUENCE

Iran’s growing expertise and willingness to conduct aggressive cyber operations make it a major threat to the security of U.S. and allied networks and data. Iran’s opportunistic approach to cyber attacks makes critical infrastructure owners in the United States susceptible to being targeted by Tehran, especially when Tehran believes it must demonstrate that it can push back against the United States in other domains. Recent attacks on Israeli and U.S. targets show that Iran is more willing than before to target countries with stronger capabilities.

• Iran was responsible for multiple cyber attacks between April and July 2020 against Israeli water facilities. Iran’s successful disruption of critical infrastructure in Israel—also a superior cyber power compared with Iran—reflects its growing willingness to take risks when it believes retaliation is justified.

Iran

IRANIAN PROVOCATIVE ACTIONS

Iran will present a continuing threat to US and allied interests in the region as it tries to erode US influence and support Shia populations abroad, entrench its influence and project power in neighboring states, deflect international pressure, and minimize threats to regime stability. Although Iran’s deteriorating economy and poor regional reputation present obstacles to its goals, Tehran will try a range of tools—diplomacy, expanding its nuclear program, military sales and acquisitions, and proxy and partner attacks—to advance its goals. We expect that Iran will take risks that could escalate tensions and threaten US and allied interests in the coming year.

• Iran sees itself as locked in a struggle with the United States and its regional allies, whom they perceive to be focused on curtailing Iran’s geopolitical influence and pursuing regime change.

• Tehran’s actions will reflect its perceptions of US, Israeli, and Gulf state hostility; its ability to project force through conventional arms and proxy forces; and its desire to extract diplomatic and economic concessions from the international community.

• With regards to US interests in particular, Iran’s willingness to conduct attacks probably will hinge on its perception of the United States’ willingness to respond, its ability to conduct attacks without triggering direct conflict, and the prospect of jeopardizing potential US sanctions relief.

• Regime leaders probably will be reluctant to engage diplomatically in talks with the United States in the near term without sanctions or humanitarian relief or the United States rejoining the Joint Comprehensive Plan of Action (JCPOA). Iran remains committed to countering US pressure, although Tehran is also wary of becoming involved in a full-blown conflict.

Regional Involvement and Destabilizing Activities

Iran will remain a problematic actor in Iraq, which will be the key battleground for Iran’s influence this year and during the next several years, and Iranian-supported Iraqi Shia militias will continue to pose the primary threat to US personnel in Iraq.

• The rise in indirect-fire and other attacks against US installations or US-associated convoys in Iraq in 2020 is largely attributed to Iran-backed Iraqi Shia militias.

• Iran will rely on its Shia militia allies and their associated political parties to work toward Iran’s goals of challenging the US presence and maintaining influence in Iraqi political and security issues. Tehran continues to leverage ties to Iraqi Shia groups and leaders to circumvent US sanctions and try to force the United States to withdraw through political pressure and kinetic strikes.

• Although Tehran remains an influential external actor in Iraq, Iraqi politicians, such as Prime Minister Mustafa al-Kadhimi, will attempt to balance Baghdad’s relations with Iran and the United States in an effort to avoid Iraq becoming an arena for conflict between the two countries.

Iran is determined to maintain influence in Syria.

• Iran is pursuing a permanent military presence and economic deals in Syria as the conflict winds down there. Tehran almost certainly wants these things to build its regional influence, support Hizballah, and threaten Israel.

Iran will remain a destabilizing force in Yemen, as Tehran’s support to the Huthis—including supplying ballistic and cruise missiles as well as unmanned systems—poses a threat to US partners and interests, notably through strikes on Saudi Arabia.

Tehran remains a threat to Israel, both directly through its missile forces and indirectly through its support of Hizballah and other terrorist groups.

Iran will hedge its bets in Afghanistan, and its actions may threaten instability. Iran publicly backs Afghan peace talks, but it is worried about a long-term US presence in Afghanistan. As a result, Iran is building ties with both the government in Kabul and the Taliban so it can take advantage of any political outcome.

Military Capabilities

Iran’s diverse military capabilities and its hybrid approach to warfare—using both conventional and unconventional capabilities—will continue to pose a threat to US and allied interests in the region for the foreseeable future.

• Iran demonstrated its conventional military strategy, which is primarily based on deterrence and the ability to retaliate against an attacker, with its launch of multiple ballistic missiles against a base housing US forces in Iraq in response to the January 2020 killing of Iranian Islamic Revolutionary Guard Corps Qods Force (IRGC-QF) Commander Qasem Soleimani. Iran has the largest ballistic missile force in the region, and despite Iran’s economic challenges, Tehran will seek to improve and acquire new conventional weaponry.

• Iran’s unconventional warfare operations and network of militant partners and proxies enable Tehran to advance its interests in the region, maintain strategic depth, and provide asymmetric retaliatory options.

• The IRGC-QF and its proxies will remain central to Iran’s military power.

Attacks on US Interests and the Homeland

We assess that Iran remains interested in developing networks inside the United States—an objective it has pursued for more than a decade—but the greatest risk to US persons exists outside the Homeland, particularly in the Middle East and South Asia.

• Iran has threatened to retaliate against US officials for the Soleimani killing in January 2020 and attempted to conduct lethal operations in the United States previously.

• During the past several years, US law enforcement has arrested numerous individuals with connections to Iran as agents of influence or for collecting information on Iranian dissidents in the United States, and Iran’s security forces have been linked to attempted assassination and kidnapping plots in Europe, the Middle East, and South Asia.

• Iran probably can most readily target US interests in the Middle East and South Asia because it has assets and proxies in the region with access to weapons and explosives.

Nuclear Breakout

We continue to assess that Iran is not currently undertaking the key nuclear weapons development activities that we judge would be necessary to produce a nuclear device. However, following the US withdrawal from the JCPOA agreement in May 2018, Iranian officials have abandoned some of Iran’s commitments and resumed some nuclear activities that exceed the JCPOA limits. If Tehran does not receive sanctions relief, Iranian officials probably will consider options ranging from further enriching uranium up to 60 percent to designing and building a new 40 Megawatt Heavy Water reactor.

• Iran has consistently cast its resumption of nuclear activities as a reversible response to the US withdrawal from the JCPOA and messaged that it would return to full compliance if the United States also fulfilled its JCPOA commitments.

Since June 2019, Iran has increased the size and enrichment level of its uranium stockpile beyond JCPOA limits. Since September 2019, Iran has ignored restrictions on advanced centrifuge research and development and restarted uranium enrichment operations at the deeply buried Fordow facility. In January, Iran began to enrich uranium up to 20 percent and started R&D with the stated intent to produce uranium metal for research reactor fuel, and in February, it produced a gram quantities of natural uranium metal in a laboratory experiment.

Cyber, Intelligence, Influence, and Election Interference

Iran’s expertise and willingness to conduct aggressive cyber operations make it a significant threat to the security of US and allied networks and data. Iran has the ability to conduct attacks on critical infrastructure, as well as to conduct influence and espionage activities.

• Iran was responsible for multiple cyber attacks between April and July 2020 against Israeli water facilities that caused unspecified short-term effects, according to press reporting.

Iran is increasingly active in using cyberspace to enable influence operations—including aggressive influence operations targeting the US 2020 presidential election—and we expect Tehran to focus on online covert influence, such as spreading disinformation about fake threats or compromised election infrastructure and recirculating anti-US content.

• Iran attempted to influence dynamics around the 2020 US presidential election by sending threatening messages to US voters, and Iranian cyber actors in December 2020 disseminated information about US election officials to try to undermine confidence in the US election.

Iran

GLOBAL THREATS

CYBER

Iran continues to present a cyber espionage and attack threat. Iran uses increasingly sophisticated cyber techniques to conduct espionage; it is also attempting to deploy cyber attack capabilities that would enable attacks against critical infrastructure in the United States and allied countries. Tehran also uses social media platforms to target US and allied audiences, an issue discussed in the Online Influence Operations and Election Interference section of this report.

• Iranian cyber actors are targeting US Government officials, government organizations, and companies to gain intelligence and position themselves for future cyber operations.

• Iran has been preparing for cyber attacks against the United States and our allies. It is capable of causing localized, temporary disruptive effects—such as disrupting a large company’s corporate networks for days to weeks—similar to its data deletion attacks against dozens of Saudi governmental and private-sector networks in late 2016 and early 2017.

ONLINE INFLUENCE OPERATIONS AND ELECTION INTERFERENCE

Iran, which has used social media campaigns to target audiences in both the United States and allied nations with messages aligned with Iranian interests, will continue to use online influence operations to try to advance its interests.

WEAPONS OF MASS DESTRUCTION AND PROLIFERATION

We continue to assess that Iran is not currently undertaking the key nuclear weapons development activities we judge necessary to produce a nuclear device. However, Iranian officials have publicly threatened to reverse some of Iran’s Joint Comprehensive Plan of Action (JCPOA) commitments—and resume nuclear activities that the JCPOA limits—if Iran does not gain the tangible trade and investment benefits it expected from the deal.

• In June 2018, Iranian officials started preparations, allowable under the JCPOA, to expand their capability to manufacture advanced centrifuges.

• Also in June 2018, the Atomic Energy Organization of Iran (AEOI) announced its intent to resume producing natural uranium hexafluoride (UF6) and prepare the necessary infrastructure to expand its enrichment capacity within the limits of the JCPOA.

• Iran continues to work with other JCPOA participants—China, the European Union, France, Germany, Russia, and the United Kingdom—to find ways to salvage economic benefits from it. Iran’s continued implementation of the JCPOA has extended the amount of time Iran would need to produce enough fissile material for a nuclear weapon from a few months to about one year.

Iran’s ballistic missile programs, which include the largest inventory of ballistic missiles in the region, continue to pose a threat to countries across the Middle East. Iran’s work on a space launch vehicle (SLV)—including on its Simorgh—shortens the timeline to an ICBM because SLVs and ICBMs use similar technologies.

The United States determined in 2018 that Iran is in noncompliance with its obligations under the Chemical Weapons Convention (CWC), and we remain concerned that Iran is developing agents intended to incapacitate for offensive purposes and did not declare all of its traditional CW agent capabilities when it ratified the CWC.

TERRORISM

Iran almost certainly will continue to develop and maintain terrorist capabilities as an option to deter or retaliate against its perceived adversaries.

• In mid-2018, Belgium and Germany foiled a probable Iranian Ministry of Intelligence and Security (MOIS) plot to set off an explosive device at an Iranian opposition group gathering in Paris—an event that included prominent European and US attendees.

REGIONAL THREATS

Iran’s regional ambitions and improved military capabilities almost certainly will threaten US interests in the coming year, driven by Tehran’s perception of increasing US, Saudi, and Israeli hostility, as well as continuing border insecurity, and the influence of hardliners. Iran’s Objectives in Iraq, Syria, and Yemen

We assess that Iran will attempt to translate battlefield gains in Iraq and Syria into long-term political, security, social, and economic influence while continuing to press Saudi Arabia and the UAE by supporting the Huthis in Yemen.

In Iraq, Iran-supported Popular Mobilization Committee-affiliated Shia militias remain the primary threat to US personnel, and we expect that threat to increase as the threat ISIS poses to the militias recedes, Iraqi Government formation concludes, some Iran-backed groups call for the United States to withdraw, and tension between Iran and the United States grows. We continue to watch for signs that the regime might direct its proxies and partners in Iraq to attack US interests.

Iran’s efforts to consolidate its influence in Syria and arm Hizballah have prompted Israeli airstrikes as recently as January 2019 against Iranian positions within Syria and underscore our growing concern about the long-term trajectory of Iranian influence in the region and the risk that conflict will escalate.

• Iran’s retaliatory missile and UAV strikes on ISIS targets in Syria following the attack on an Iranian military parade in Ahvaz in September were most likely intended to send a message to potential adversaries, showing Tehran’s resolve to retaliate when attacked and demonstrating Iran’s improving military capabilities and ability to project force.

• Iran continues to pursue permanent military bases and economic deals in Syria and probably wants to maintain a network of Shia foreign fighters there despite Israeli attacks on Iranian positions in Syria. We assess that Iran seeks to avoid a major armed conflict with Israel. However, Israeli strikes that result in Iranian casualties increase the likelihood of Iranian conventional retaliation against Israel, judging from Syrian-based Iranian forces’ firing of rockets into the Golan Heights in May 2018 following an Israeli attack the previous month on Iranians at Tiyas Airbase in Syria.

In Yemen, Iran’s support to the Huthis, including supplying ballistic missiles, risks escalating the conflict and poses a serious threat to US partners and interests in the region. Iran continues to provide support that enables Huthi attacks against shipping near the Bab el Mandeb Strait and land-based targets deep inside Saudi Arabia and the UAE, using ballistic missiles and UAVs.

GLOBAL THREATS

CYBER THREATS

We assess that Iran will continue working to penetrate US and Allied networks for espionage and to position itself for potential future cyber attacks, although its intelligence services primarily focus on Middle Eastern adversaries—especially Saudi Arabia and Israel. Tehran probably views cyberattacks as a versatile tool to respond to perceived provocations, despite Iran’s recent restraint from conducting cyber attacks on the United States or Western allies. Iran’s cyber attacks against Saudi Arabia in late 2016 and early 2017 involved data deletion on dozens of networks across government and the private sector.

WEAPONS OF MASS DESTRUCTION AND PROLIFERATION

Iran and the Joint Comprehensive Plan of Action

Tehran's public statements suggest that it wants to preserve the Joint Comprehensive Plan of Action because it views the JCPOA as a means to remove sanctions while preserving some nuclear capabilities. Iran recognizes that the US Administration has concerns about the deal but expects the other participants—China, the EU, France, Germany, Russia, and the United Kingdom—to honor their commitments. Iran’s implementation of the JCPOA has extended the amount of time Iran would need to produce enough fissile material for a nuclear weapon from a few months to about one year, provided Iran continues to adhere to the deal’s major provisions. The JCPOA has also enhanced the transparency of Iran’s nuclear activities, mainly by fostering improved access to Iranian nuclear facilities for the IAEA and its investigative authorities under the Additional Protocol to its Comprehensive Safeguards Agreement.

Iran’s ballistic missile programs give it the potential to hold targets at risk across the region, and Tehran already has the largest inventory of ballistic missiles in the Middle East. Tehran’s desire to deter the United States might drive it to field an ICBM. Progress on Iran’s space program, such as the launch of the Simorgh SLV in July 2017, could shorten a pathway to an ICBM because space launch vehicles use similar technologies.

TERRORISM

Iran and Lebanese Hizballah

Iran remains the most prominent state sponsor of terrorism, providing financial aid, advanced weapons and tactics, and direction to militant and terrorist groups across the Middle East and cultivating a network of operatives across the globe as a contingency to enable potential terrorist attacks.
Lebanese Hizballah has demonstrated its intent to foment regional instability by deploying thousands of fighters to Syria and by providing weapons, tactics, and direction to militant and terrorist groups. Hizballah probably also emphasizes its capability to attack US, Israeli, and Saudi Arabian interests.

REGIONAL THREATS

Iran will seek to expand its influence in Iraq, Syria, and Yemen, where it sees conflicts generally trending in Tehran’s favor, and it will exploit the fight against ISIS to solidify partnerships and translate its battlefield gains into political, security, and economic agreements.

• Iran’s support for the Popular Mobilization Committee (PMC) and Shia militants remains the primary threat to US personnel in Iraq. We assess that this threat will increase as the threat from ISIS recedes, especially given calls from some Iranian-backed groups for the United States to withdraw and growing tension between Iran and the United States.

• In Syria, Iran is working to consolidate its influence while trying to prevent US forces from gaining a foothold. Iranian-backed forces are seizing routes and border crossings to secure the Iraq-Syria border and deploying proregime elements and Iraqi allies to the area. Iran’s retaliatory missile strikes on ISIS targets in Syria following ISIS attacks in Tehran in June were probably intended in part to send a message to the United States and its allies about Iran’s improving military capabilities. Iran is pursuing permanent military bases in Syria and probably wants to maintain a network of Shia foreign fighters in Syria to counter future threats to Iran. Iran also seeks economic deals with Damascus, including deals on telecommunications, mining, and electric power repairs.

• In Yemen, Iran’s support to the Huthis further escalates the conflict and poses a serious threat to US partners and interests in the region. Iran continues to provide support that enables Huthi attacks against shipping near the Bab al Mandeb Strait and land-based targets deep inside Saudi Arabia and the UAE, such as the 4 November and 19 December ballistic missile attacks on Riyadh and an attempted 3 December cruise missile attack on an unfinished nuclear reactor in Abu Dhabi.

Iran will develop military capabilities that threaten US forces and US allies in the region, and its unsafe and unprofessional interactions will pose a risk to US Navy operations in the Persian Gulf.

Iran continues to develop and improve a range of new military capabilities to target US and allied military assets in the region, including armed UAVs, ballistic missiles, advanced naval mines, unmanned explosive boats, submarines and advanced torpedoes, and antishipand land-attack cruise missiles. Iran has the largest ballistic missile force in the Middle East and can strike targets up to 2,000 kilometers from Iran’s borders. Russia’s delivery of the SA-20c SAM system in 2016 has provided Iran with its most advanced long-range air defense system.

• Islamic Revolutionary Guard Corps (IRGC) Navy forces operating aggressively in the Persian Gulf and Strait of Hormuz pose a risk to the US Navy. Most IRGC interactions with US ships are professional, but as of mid-October, the Navy had recorded 14 instances of what it describes as “unsafe and/or unprofessional” interactions with Iranian forces during 2017, the most recent interaction occurring last August, when an unarmed Iranian drone flew close to the aircraft carrier USS Nimitz as fighter jets landed at night. The Navy recorded 36 such incidents in 2016 and 22 in 2015. Most involved the IRGC Navy. We assess that these interactions, although less frequent, will continue and that they are probably intended to project an image of strength and, possibly, to gauge US responses.

Iranian centrist and hardline politicians increasingly will clash as they attempt to implement competing visions for Iran’s future. This contest will be a key driver in determining whether Iran changes its behavior in ways favorable to US interests.

• Centrists led by President Hasan Ruhani will continue to advocate greater social progress, privatization, and more global integration, while hardliners will view this agenda as a threat to their political and economic interests and to Iran’s revolutionary and Islamic character.

• Supreme Leader Ali Khamenei’s views are closer to those of the hardliners, but he has supported some of Ruhani’s efforts to engage Western countries and to promote economic growth. The Iranian economy’s prospects—still driven heavily by petroleum revenue—will depend on reforms to attract investment, strengthen privatization, and grow nonoil industries, which Ruhani will continue pursuing, much to the dismay of hardliners. National protests over economic grievances in Iran earlier this year have drawn more attention to the need for major reforms, but Ruhani and his critics are likely to use the protests to advance their political agendas.

• Khamenei has experienced health problems in the past few years, and, in an effort to preserve his legacy, he probably opposes moving Iran toward greater political and economic openness. As their relationship has deteriorated since the presidential election last June, Ruhani has tried to mend relations with Khamenei as well as his allies, but, in doing so, he risks failing to make progress on reforms in the near-term.

GLOBAL THREATS

CYBER THREAT

Tehran continues to leverage cyber espionage, propaganda, and attacks to support its security priorities, influence events and foreign perceptions, and counter threats—including against US allies in the region. Iran has also used its cyber capabilities directly against the United States. For example, in 2013, an Iranian hacker conducted an intrusion into the industrial control system of a US dam, and in 2014, Iranian actors conducted a data deletion attack against the network of a US-based casino.

TERRORISM

Iran continues to be the foremost state sponsor of terrorism and, with its primary terrorism partner, Lebanese Hizballah, will pose a continuing threat to US interests and partners worldwide. The Syrian, Iraqi, and Yemeni conflicts will continue to aggravate the rising Sunni Shia sectarian conflict, threatening regional stability.

WEAPONS OF MASS DESTRUCTION AND PROLIFERATION

Iran and JCPOA

Tehran's public statements suggest that it wants to preserve the Joint Comprehensive Plan of Action (JCPOA)—because it views the JCPOA as a means to remove sanctions while preserving some nuclear capabilities. It expects the P5+1 members to adhere to their obligations, although Iran clearly recognizes the new US Administration is concerned with the deal. Iran’s implementation of the JCPOA has extended the amount of time Iran would need to produce enough fissile material for a nuclear weapon from a few months to about a year. The JCPOA has also enhanced the transparency of Iran’s nuclear activities, mainly through improved access by the International Atomic Energy Agency (IAEA) and its investigative authorities under the Additional Protocol to its Comprehensive Safeguards Agreement.
Iran is pursuing capabilities to meet its nuclear energy and technology goals and to give it the capability to build missile-deliverable nuclear weapons, if it chooses to do so. Its pursuit of these goals will influence its level of adherence to the JCPOA. We do not know whether Iran will eventually decide to build nuclear weapons.
We judge that Tehran would choose ballistic missiles as its preferred method of delivering nuclear weapons, if it builds them. Iran’s ballistic missiles are inherently capable of delivering WMD, and Tehran already has the largest inventory of ballistic missiles in the Middle East. Tehran’s desire to deter the United States might drive it to field an intercontinental ballistic missile (ICBM). Progress on Iran’s space program could shorten a pathway to an ICBM because space launch vehicles use similar technologies.

REGIONAL THREATS

The Islamic Republic of Iran remains an enduring threat to US national interests because of Iranian support to anti-US terrorist groups and militants, the Asad regime, Huthi rebels in Yemen, and because of Iran’s development of advanced military capabilities. Despite Supreme Leader Khamenei’s conditional support for the JCPOA nuclear deal implemented in January 2016, he is highly distrustful of US intentions. Iran’s leaders remain focused on thwarting US and Israeli influence and countering what they perceive as a Saudi-led effort to fuel Sunni extremism and terrorism against Iran and Shia communities throughout the region.

Iran is immersed in ongoing conflicts in Iraq, Syria, and Yemen. Iranian officials believe that engaging adversaries away from Iran’s borders will help prevent instability from spilling into Iran and reduce ISIS’s threat to Iran and its regional partners. Iran’s involvement in these conflicts, including sending hundreds of its own forces plus arming, financing, and training thousands of Iraqi, Afghan, and Pakistani Shia fighters to support the Asad regime, has aggravated sectarianism and increased tensions with other regional states. Tehran’s provision of aid to the Huthis, including unmanned aerial vehicles (UAVs), explosive boat technology, and missile support, risks expanding and intensifying the conflict in Yemen and the broader Iranian-Saudi dispute. We assess that Iran’s leaders intend to leverage their ties to local actors in Iraq, Syria, and Yemen to build long-term Iranian influence in the region. Iran will also utilize its relationship with Moscow to try to expand Iranian influence and counter US pressure.

Hardliners, who believe that the West is attempting to infiltrate Iran to undermine the regime, have driven the increase of arrests of citizens since 2014 who are dual nationals. The Islamic Revolutionary Guard Corps (IRGC) will likely continue to scrutinize, arrest, and detain individuals with ties to the West, particularly dual US-Iranian and UK-Iranian citizens. This practice will weaken prospects of attracting foreign investment into Iran’s economy.

Iran continues to develop a range of new military capabilities to monitor and target US and allied military assets in the region, including armed UAVs, ballistic missiles, advanced naval mines, unmanned explosive boats, submarines and advanced torpedoes, and anti-ship and land-attack cruise missiles. Iran has the largest ballistic missile force in the Middle East and can strike targets up to 2,000 kilometers from Iran’s borders. Russia’s delivery of the SA-20c surface-to-air missile system in 2016 provides Iran with its most advanced long-range air defense system.

IRGC Navy forces operating aggressively in the Persian Gulf and Strait of Hormuz pose a risk to the US Navy. Most IRGC interactions with US ships are professional, although US Navy operators consider approximately 10 percent to be unsafe, abnormal, or unprofessional. We assess that limited aggressive interactions will continue and are probably intended to project an image of strength and possibly to gauge US responses.

Iran—the foremost state sponsor of terrorism—continues to exert its influence in regional crises in the Middle East through the Islamic Revolutionary Guard Corps—Qods Force (IRGC QF), its terrorist partner Lebanese Hizballah, and proxy groups. It also provides military and economic aid to its allies in the region. Iran and Hizballah remain a continuing terrorist threat to US interests and partners worldwide.

Iran Adhering to Deal To Preserve Capabilities and Gain Sanctions Relief

Iran probably views the Joint Comprehensive Plan of Action (JCPOA) as a means to remove sanctions while preserving some of its nuclear capabilities, as well as the option to eventually expand its nuclear infrastructure. We continue to assess that Iran’s overarching strategic goals of enhancing its security, prestige, and regional influence have led it to pursue capabilities to meet its nuclear energy and technology goals and give it the ability to build missile-deliverable nuclear weapons, if it chooses to do so. Its pursuit of these goals will dictate its level of adherence to the JCPOA over time. We do not know whether Iran will eventually decide to build nuclear weapons.

We also continue to assess that Iran does not face any insurmountable technical barriers to producing a nuclear weapon, making Iran’s political will the central issue. Iran’s implementation of the JCPOA, however, has extended the amount of time Iran would need to produce fissile material for a nuclear weapon from a few months to about a year. The JCPOA has also enhanced the transparency of Iran’s nuclear activities, mainly through improved access by the International Atomic Energy Agency (IAEA) and investigative authorities under the Additional Protocol to its Comprehensive Safeguard Agreement.

As a result, the international community is well postured to quickly detect changes to Iran’s declared nuclear facilities designed to shorten the time Iran would need to produce fissile material. Further, the JCPOA provides tools for the IAEA to investigate possible breaches of prohibitions on specific R&D activities that could contribute to the development of a nuclear weapon.

We judge that Tehran would choose ballistic missiles as its preferred method of delivering nuclear weapons, if it builds them. Iran’s ballistic missiles are inherently capable of delivering WMD, and Tehran already has the largest inventory of ballistic missiles in the Middle East. Iran’s progress on space launch vehicles—along with its desire to deter the United States and its allies—provides Tehran with the means and motivation to develop longer-range missiles, including ICBMs.

REGIONAL THREATS

Since January, Tehran met the demands for implementation of the Joint Comprehensive Plan of Action (JCPOA), exchanged detainees, and released 10 US sailors. Despite these developments, the Islamic Republic of Iran presents an enduring threat to US national interests because of its support to regional terrorist and militant groups and the Asad regime, as well as its development of advanced military capabilities. Tehran views itself as leading the “axis of resistance”—which includes the Asad regime and subnational groups aligned with Iran, especially Lebanese Hizballah and Iraqi Shia militants. Their intent is to thwart US, Saudi, and Israeli influence, bolster its allies, and fight ISIL’s expansion. Tehran might even use American citizens detained when entering Iranian territories as bargaining pieces to achieve financial or political concessions in line with their strategic intentions.

Iran’s involvement in the Syrian, Iraqi, and Yemeni conflicts deepened in 2015. In Syria, Iran more openly acknowledged the deaths of Iranian “martyrs,” increased Iranian troop levels, and took more of a frontline role against “terrorists.” In Iraq, Iranian combat forces employed rockets, artillery, and drones against ISIL. Iran also supported Huthi rebels in Yemen by attempting to ship lethal aid to the Huthis. Tehran will almost certainly remain active throughout the Persian Gulf and broader Middle East in 2016 to support its regional partners and extend its regional influence. Iranian officials believe that engaging adversaries away from its borders will help prevent instability from spilling into Iran and reduce ISIL’s threat to Iran and its regional partners. Iran has also increased cooperation with Russia in the region.

Supreme Leader Khamenei continues to view the United States as a major threat to Iran, and we assess that his views will not change, despite implementation of the JCPOA deal. In October 2015, Khamenei publicly claimed the United States was using the JCPOA to “infiltrate and penetrate” Iran. His statement prompted the Iranian hardliner-dominated security services to crack down on journalists and businessmen with suspected ties to the West. The crackdown was intended by hardliners to demonstrate to President Ruhani and to Washington that a broader opening to the West following JCPOA would not be tolerated. Iran released several US citizens in January 2016 who were being held in Iran; however, it might attempt to use any additional US citizens as bargaining chips for US concessions.

Iran’s military and security services are keen to demonstrate that their regional power ambitions have not been altered by the JCPOA deal. One week prior to JCPOA Adoption Day, Iran publicized the launch of its new “long-range” and more accurate ballistic missile called the “Emad.” Iran also publicizes development of its domestically produced weapons systems, submarines and surface combatants, artillery, and UAVs to deter potential adversaries and strengthen its regional influence and prestige. Iran’s involvement in the Syrian and Iraqi conflicts has enabled its forces to gain valuable on-the-ground experience in counterinsurgency operations.

REGIONAL THREATS

The Islamic Republic of Iran is an ongoing threat to US national interests because of its support to the Asad regime in Syria, promulgation of anti-Israeli policies, development of advanced military capabilities, and pursuit of its nuclear program. President Ruhani—a longstanding member of the regime establishment—will not depart from Iran’s national security objectives of protecting the regime and enhancing Iranian influence abroad, even while attempting different approaches to achieve these goals. He requires Supreme Leader Khamenei’s support to continue engagement with the West, moderate foreign policy, and ease social restrictions within Iran.

Iran possesses a substantial inventory of theater ballistic missiles capable of reaching as far as some areas of southeastern Europe. Tehran is developing increasingly sophisticated missiles and improving the range and accuracy of its other missile systems. Iran is also acquiring advanced naval and aerospace capabilities, including naval mines, small but capable submarines, coastal defense cruise missile batteries, attack craft, anti-ship missiles, and armed unmanned aerial vehicles.

In Iraq and Syria, Iran seeks to preserve friendly governments, protect Shia interests, defeat Sunni extremists, and marginalize US influence. The rise of ISIL has prompted Iran to devote more resources to blunting Sunni extremist advances that threaten Iran’s regional allies and interests. Iran’s security services have provided robust military support to Baghdad and Damascus, including arms, advisers, funding, and direct combat support. Both conflicts have allowed Iran to gain valuable on-the-ground experience in counterinsurgency operations. Iranian assistance has been instrumental in expanding the capabilities of Shia militants in Iraq. The ISIL threat has also reduced Iraqi resistance to integrating those militants, with Iranian help, into the Iraqi Security Forces, but Iran has uneven control over these groups.

Despite Iran’s intentions to dampen sectarianism, build responsive partners, and deescalate tensions with Saudi Arabia, Iranian leaders—particularly within the security services—are pursuing policies with negative secondary consequences for regional stability and potentially for Iran. Iran’s actions to protect and empower Shia communities are fueling growing fears and sectarian responses.

Iran Preserving Nuclear Weapons Option

We continue to assess that Iran’s overarching strategic goals of enhancing its security, prestige, and regional influence have led it to pursue capabilities to meet its civilian goals and give it the ability to build missile-deliverable nuclear weapons, if it chooses to do so. We do not know whether Iran will eventually decide to build nuclear weapons.

We also continue to assess that Iran does not face any insurmountable technical barriers to producing a nuclear weapon, making Iran’s political will the central issue. However, Iranian implementation of the Joint Plan of Action (JPOA) has at least temporarily inhibited further progress in its uranium enrichment and plutonium production capabilities and effectively eliminated Iran’s stockpile of 20 percent enriched uranium. The agreement has also enhanced the transparency of Iran’s nuclear activities, mainly through improved International Atomic Energy Agency (IAEA) access and earlier warning of any effort to make material for nuclear weapons using its safeguarded facilities.

Iran

REGIONAL THREATS 

President Ruhani has heralded a shift in political momentum in Iran toward the center, but we do not know whether he heralds a reversal of the authoritarian trend in Iranian politics during the past many years. Iran’s economy will continue to struggle without comprehensive sanctions relief, which drives Ruhani and his team of technocrats to pursue nuclear negotiations. Since his election, Ruhani has had the support of the Supreme Leader, which has silenced some conservative critics. Hardliners, however, have consistently argued that sanctions fatigue will eventually break the international sanctions coalition and are wary of Ruhani’s engagement with the West, as well as his promises of social and political moderation. Ruhani must maintain the backing of the Supreme Leader in order to continue to advance his political agenda. (Information on Iran’s nuclear weapons program and intentions can be found above in the section on WMD and Proliferation.)

Iran will continue to act assertively abroad in ways that run counter to US interests and worsen regional conflicts. Iranian officials almost certainly believe that their support has been instrumental in sustaining Asad’s regime in Syria and will probably continue support during 2014 to bolster the regime. In the broader Middle East, Iran will continue to provide arms and other aid to Palestinian groups, Huthi rebels in Yemen, and Shia militants in Bahrain to expand Iranian influence and to counter perceived foreign threats. Tehran, which strives for a stable Shia-led, pro-Iran government in Baghdad, is concerned about the deteriorating security situation in Iraq. Tehran is probably struggling to find the balance between protecting Shia equities in Iraq and avoiding overt actions that would precipitate greater anti-Shia violence. In Afghanistan, Tehran will probably seek its own additional security agreements with Kabul, promote pro-Iranian candidates in the 2014 presidential election to increase its influence at the expense of the United States, and maintain its clandestine aid to Afghan insurgent groups. Iran sees rising sectarianism as a dangerous regional development, but we assess that Iran’s perceived responsibility to protect and empower Shia communities will increasingly trump its desire to avoid sectarian violence. Hence, Iran’s actions will likely do more to fuel rather than dampen increasing sectarianism.

Iran and Hizballah

Outside of the Syrian theater, Iran and Lebanese Hizballah continue to directly threaten the interests of US allies. Hizballah has increased its global terrorist activity in recent years to a level that we have not seen since the 1990s.

We continue to assess that Iran’s overarching strategic goals of enhancing its security, prestige, and regional influence have led it to pursue capabilities to meet its civilian goals and give it the ability to build missile-deliverable nuclear weapons, if it chooses to do so. At the same time, Iran’s perceived need for economic relief has led it to make concessions on its nuclear program through the 24 November 2013 Joint Plan of Action with the P5+1 countries and the European Union (EU). In this context, we judge that Iran is trying to balance conflicting objectives. It wants to improve its nuclear and missile capabilities while avoiding severe repercussions—such as a military strike or regime-threatening sanctions. We do not know if Iran will eventually decide to build nuclear weapons.

Tehran has made technical progress in a number of areas—including uranium enrichment, nuclear reactors, and ballistic missiles—from which it could draw if it decided to build missile deliverable nuclear weapons. These technical advancements strengthen our assessment that Iran has the scientific, technical, and industrial capacity to eventually produce nuclear weapons. This makes the central issue its political will to do so.

Of particular note, Iran has made progress during the past year by installing additional centrifuges at the Fuel Enrichment Plant, developing advanced centrifuge designs, and stockpiling more low-enriched uranium hexafluoride (LEUF6). These improvements have better positioned Iran to produce weaponsgrade uranium (WGU) using its declared facilities and uranium stockpiles, if it chooses to do so. Despite this progress, we assess that Iran would not be able to divert safeguarded material and produce enough WGU for a weapon before such activity would be discovered. Iran has also continued to work toward starting up the IR-40 Heavy Water Research Reactor near Arak.

We judge that Iran would choose a ballistic missile as its preferred method of delivering nuclear weapons, if Iran ever builds these weapons. We assess that if Iran fully implements the Joint Plan, it will temporarily halt the expansion of its enrichment program, eliminate its production and stockpile of 20-percent enriched uranium in a form suitable for further enrichment, and provide additional transparency into its existing and planned nuclear facilities. This transparency would provide earlier warning of a breakout using these facilities.

Iran

REGIONAL THREATS

Iran is growing more autocratic at home and more assertive abroad as it faces elite and popular grievances, a deteriorating economy, and an uncertain regional dynamic. Supreme Leader Khamenei’s power and authority are now virtually unchecked, and security institutions, particularly the Islamic Revolutionary Guard Corps (IRGC), have greater influence at the expense of popularly elected and clerical institutions. Khamenei and his allies will have to weigh carefully their desire to control the 14 June Iranian presidential election, while boosting voter turnout to increase the appearance of regime legitimacy and avoid a repeat of the disputed 2009 election. Meanwhile, the regime is adopting more oppressive social policies to increase its control over the population, such as further limiting educational and career choices for women.

Iran’s financial outlook has worsened since the 2012 implementation of sanctions on its oil exports and Central Bank. Iran’s economy contracted in 2012 for the first time in more than two decades. Iran’s access to foreign exchange reserves held overseas has diminished, and preliminary data suggest that it suffered its first trade deficit in 14 years. Meanwhile, the rial reached an all-time low in late January, with the exchange rate falling from about 15,000 rials per dollar at the beginning of 2012 to nearly 40,000 rials per dollar, and inflation and unemployment are growing.

Growing public frustration with the government’s socioeconomic policies has not led to widespread political unrest because of Iranians’ pervasive fear of the security services and the lack of effective opposition organization and leadership. To buoy the regime’s popularity and forestall widespread civil unrest, Iranian leaders are trying to soften the economic hardships on the poorer segments of the population. Khamenei has publicly called on the population to pursue a “resistance economy,” reminiscent of the hardships that Iran suffered immediately after the Iranian Revolution and during the Iran-Iraq war. However, the willingness of contemporary Iranians to withstand additional economic austerity is unclear because most Iranians do not remember those times; 60 percent of the population was born after 1980 and 40 percent after 1988.

In its efforts to spread influence abroad and undermine the United States and our allies, Iran is trying to exploit the fighting and unrest in the Arab world. It supports surrogates, including Palestinian militants engaged in the recent conflict with Israel. To take advantage of the US withdrawals from Iraq and Afghanistan, it will continue efforts to strengthen political and economic ties with central and local governments, while providing select militants with lethal assistance. Iran’s efforts to secure regional hegemony, however, have achieved limited results, and the fall of the Asad regime in Syria would be a major strategic loss for Tehran. Iran and Lebanese Hizballah

The failed 2011 plot against the Saudi Ambassador in Washington shows that Iran may be more willing to seize opportunities to attack in the United States in response to perceived offenses against the regime. Iran is also an emerging and increasingly aggressive cyber actor. However, we have not changed our assessment that Iran prefers to avoid direct confrontation with the United States because regime preservation is its top priority.

Hizballah’s overseas terrorist activity has been focused on Israel—an example is the Bulgarian Government’s announcement that Hizballah was responsible for the July 2012 bus bombing at the Burgas airport that killed five Israeli citizens. We continue to assess that the group maintains a strong anti-US agenda but is reluctant to confront the United States directly outside the Middle East. 

WMD PROLIFERATION 

We assess Iran is developing nuclear capabilities to enhance its security, prestige, and regional influence and give it the ability to develop nuclear weapons, should a decision be made to do so. We do not know if Iran will eventually decide to build nuclear weapons.

Tehran has developed technical expertise in a number of areas—including uranium enrichment, nuclear reactors, and ballistic missiles—from which it could draw if it decided to build missile-deliverable nuclear weapons. It wants to advance its nuclear and missile capabilities and avoid severe repercussions—such as a military strike or regime threatening sanctions.

We judge Iran would likely choose a ballistic missile as its preferred method of delivering a nuclear weapon, if one is ever fielded. Iran’s ballistic missiles are capable of delivering WMD. In addition, Iran has demonstrated an ability to launch small satellites, and we grow increasingly concerned that these technical steps—along with a regime hostile toward the United States and our allies—provide Tehran with the means and motivation to develop larger space-launch vehicles and longer-range missiles, including an intercontinental ballistic missile (ICBM).

Iran already has the largest inventory of ballistic missiles in the Middle East, and it is expanding the scale, reach, and sophistication of its ballistic missile arsenal. Iran’s growing ballistic missile inventory and its domestic production of anti-ship cruise missiles (ASCM) and development of its first long-range land attack cruise missile provide capabilities to enhance its power projection. Tehran views its conventionally armed missiles as an integral part of its strategy to deter—and if necessary retaliate against—forces in the region, including US forces.
